5.     2018 Competition and Events Calendar

                                                            ii.      CASA announced earlier this year that each Sporting Federation has two years in which to develop a Nationally Accredited Coaching Course for its Coaches. The SANCF Coaches and High Performance Commission met earlier this year post two coaches from KZN attending a CASA meeting in Johannesburg.  Structures were proposed along with a skeleton outlay of all proposed modules for the 4 National Qualifications created by Delaney post her investigations into what CATHSETTA and CASA currently have structured.  Nothing further has been done by SANCF.  Delaney is working with Chris Allan on developing at least an NQ1 Course. Delaney to do further investigations to include SAQA, liaise with Ross Suter’s colleague, Andrew Friedeman; as well as Saskia Tomas’ gymnastics contact.

7.     WCC Committee 2017/18 Elections

a.       EXCO Committee

                                                              i.      As our EXCO only needs to be voted in every three years once their tenure expires, it was put forward to the members whether they wished to nominate any changes to our current EXCO.  All were in agreement to leave the current EXCO as is for the next year.

                                                            ii.      It was noted that this is Delaney Carpenter’s last year as Secretary for WCC and an understudy has been requested to learn the job specifications before the next AGM in 2018.

9.     General

    1. Transformation Strategy Document

                                                              i.      Delaney presented our current Strategic Transformation Plan and highlighted that the new Transformation and Monitoring Commission is update the document in November 2017 with actuals vs targets and publish in December 2017

                                                            ii.      Delaney presented our NSRP Study and confirmed that the new Transformation and Monitoring Commission is to update the document in November 2017 with actuals vs targets and publish in December 2017

                                                          iii.      Ross Suter gave feedback regarding the meeting he attended on Transformation run by the Cape Town Sports Council. Secretary to follow up on written report to forward on to the Transformation and Monitoring Commission.

                                                          iv.      Delaney also included mention of Arthur Cowley’s report regarding Transformation in the Western Cape which is to be forwarded to the Transformation and Monitoring Commission to action

    1. Outreach Programs and Update

                                                              i.      Delaney read out the Development and Transformation Update

                                                            ii.      Shela Lekalakala has offered to assist with contact names of who can help us achieve our objectives

                                                          iii.      DCAS funding was discussed as well as the correct persons to contact regarding the 2018 Grant Applications which are still not up on the DCAS site to date

c.       Provincial Open Bouldering Team Selection Event to be determined

                                                              i.      Look at Gravity Bowl as the Selection Event for our Opens

                                                            ii.      The Competitions and Calendars Commission will investigate this as an option and present their proposal to both Bloc 11 and WCC

d.      WCC Policy for Athletes moving from other provinces

                                                              i.      Calendar and Competition Commission to draft an Addendum and subsequent Release Letter Template for a WCC Policy on this as SANCF does not have an official policy on the transfers of athletes from one province to the other.  Mention of the Competition Season cut-off dates is to be made. Commission to investigate other sports such as Netball, as to what their policy is on this and use it as a guideline

e.       Other Issues

                                                              i.      Women and Girls Strategic Plan 2018 to be published before end November 2017.  The Commission is looking at incorporating Women’s Homes within walking distance to the climbing gyms in Paarden Eiland

                                                            ii.      Correct Training and Assessment of Competition Officials and Crew

1.      Calendar and Competition Commission to evaluate and revise existing assessments, policies and codes of conduct that WCC has already implemented

5.     2015 Competition and Events Calendar

a.       2017 WCC Calendar

                                                              i.      Bouldering Provincials:

1.      A discussion was had on how to select the older age categories and it was decided that all Youth categories will take part in the Provincial Youth Boulder Competition

2.      With regards to the Opens we will select the Top 5 competitors from the current Western Province Boulder League, and allow for 1 Wild Card for anyone injured or unable to attend the Boulder League for any reason.  Criteria are a) The Wild Card has to have competed in this year’s Boulder League, b) was injured before or during the selection event, or had some other compelling reason preventing them from completing/taking part at the event and c) joined WCC and SANCF after the selection event.  An email will be sent to the Open Climbing Members to request a nomination for the Wild Card.   WCC will propose a list of names and contact the climbers first to find out if they are interested. SANCF rules need to be investigated to finalise this selection option. (See below for more information on SANCF Open Selections)

b.      Coaching Training

                                                            ii.      The South African Government Gazette now states that all coaches of sports and recreation need to be accredited through CATHSETTA

                                                          iii.      WCC to investigate further what is required and liaise with Matt Bush on his current accreditation to find out whether he is interested in assisting with our clubs’ coaches.

 

 

 

6.     SANCF

a.       SASCOC Provincial Compliance

b.      SANCF and WCC Fees for 2017

                                                              i.      WCC 2017 annual fee will be R250

                                                            ii.      SANCF 2017 proposed annual fee to remain at R150

c.       Items WCC would like to raise at the SANCF AGM in October 2016

                                                              i.      Open Selection Criteria and Protea Colours: It is WCC’s general consensus to make the criteria straightforward and simple.  This needs to be submitted in a proposal by the Coaches, Colours and High Performance Centre Committee – Selection and Awards Nominations Commission.

                                                            ii.      Public Liability: SANCF needs to hold Public Liability insurance for officials such as belayers, spotters, etc. that they have working at National Events.  This is not covered by the venues or the provinces.

                                                          iii.      Minutes of AGMs and Annual Financial Statements:  These need to be available off the SANCF website.

                                                          iv.      Coaches, Manager and Belayers Codes of Conduct: WCC Provincial Members currently sign Codes of Conduct, Job Descriptions and Independent Contractor Agreements. Will SANCF implement a similar policy?

                                                            v.      Affiliated Members: Notifications of AGMs, Minutes of AGMs and Financial Statements need to be shared with SANCF Affiliated Members as well as per NPO legislation. SANCF to list current Affiliate Members and ensure above communication is available to them.

                                                          vi.      The Non Profit Organisations Act: What is the current status of our NPO registration for SANCF and does our Constitution comply with the NPO Act and are we actioning our Constitution correctly?

                                                        vii.      Conflict of interest with regards to the National Team Coaches and Managers as well as the Selections Committee – what is SANCF’s policy on this?

                                                      viii.      Record Keeping of Originals of Financial Records, Invoices, Receipts and Bank Statements: who is currently in charge of this as the only documents ever to have surfaced during any investigations, etc. have been copies.  Who has the originals and where are they kept? They should be on a central database for all EXCO members to be able to access.

                                                          ix.      National Competitions: SANCF needs to decide on a policy out of the below two options for host provinces of our national events:

2.      Splitting the travel costs of travelling provinces evenly amongst all the competitors

                                                              i.      Aon Insurance will be supplying a quote for Public Liability to cover officials hired/used by WCC for our local events.

d.      Coaches, Managers and Belayers Codes of Conduct

                                                              i.      WCC Competitions and Calendar Committee is currently updating our Belayer Job Description and Code of Conduct for our Belayers to sign prior to each of our local events

                                                            ii.      Coaches of Top Out Climbing Club currently sign Job Descriptions and Independent Contractor Agreements before being hired.  We need to encourage all clubs’ coaches to do the same within their club.

                                                          iii.      Provincial Coaches sign the WCPSC Code of Conduct.

                                                          iv.      Provincial Managers sign the WCPSC Code of Conduct.

e.       Other Issues

                                                              i.      CityROCK Outdoor Crag Days

1.      A discussion was had on whether any of the CityROCK staff taking CityROCK members outdoors to climb have any qualifications.  The question was whether WCC needs to get involved in finding out whether they are compliant. It was decided that as it has no effect on WCC, we do not need to get involved.

                                                            ii.      Better notification of Climbing Events and using it as advertising was discussed.  We discussed further Social Media options.  This will need to be actioned through the Social Media and Communication Commission.

                                                          iii.      Open Criteria – this was discussed as the selection trial is an application process but there is no selection trial for Opens.  The more involved an applicant is in the climbing community, the better their chances of being chosen.  Grades are also pertinent, ensuring that the applicants can climb the minimum grade.  SANCF needs to finalise a selection criteria for selecting Open Climbers for South Africa.  This will be raised at the SANCF AGM (see above).

WCC President’s Report

 

 

TRANFORMATION AND MONITORING COMMISSION

 

1.       SASCOC Compliance

As of November 2015 WCC is an official affiliate of WCPSC.

 

We do however have a number of outstanding items to address to ensure that we maintain this standing:

·         Another Youth Club pending sign up for the UniCity District.

·         Set up a climbing facility in the Winelands. Get dormant clubs back up and running and open up new clubs – we aim to have a new facility in operation around September this year.

·         Continue to assist our West Coast club to become fully compliant and have a decent training facility and qualified coaches – we aim to have this done within the next year with the help of Urban Uprising Funding.

 

2.       Development Programmes

In line with WCC commitment to developing the sport of climbing, the following Development Programmes are running or are in planning phase:

 

1.       Pro Bono Outreach Coaching Classes for children from the Durbanville Children’s Home

2.       Various sponsorships for currently disadvantaged children to compete at the various local, provincial and national events (this includes travel, accommodation, competition fees and kit)

3.       Pro Bono Coaching Plans for Monde Sitole Educational Strategies Foundation, based in Khayelitsha

4.       A Development Climbing Club based out of Khayelitsha or Langa

5.       Various programmes and facilities for Rocklands Rangers in Clanwilliam

 

The first three of these are currently being run by one of the Western Cape Climbing Clubs (Top Out Climbing Club), while WCC Transformation and Monitoring Committee is working on the latter 2 with the assistance of other organisations.

3.       Programmes for People with Disabilities

WCC has one affiliated Special Needs Club. Its members have Coffin Lowry’s Syndrome and Auditory Processing Disorder.

Coaching is provided pro bono by Top Out Climbing Club.

COACHES, COLOURS AND HIGH PERFORMANCE COMMISSION, INCLUDING SELECTIONS & AWARDS

 

1.       Coaches

Post last year’s AGM, WCC has successfully held the following Coaching Workshops:

·         Two (2) Beginner 1 Coaching Workshops (5 applicants)

·         Two (2) Beginner 2 Coaching Workshops (2 applicants)

All of the above applicants successfully completed both the theoretical exam and practical application of these workshops.

 

WCC is still to host the following Coaching Workshops this year:

·         One (1) Beginner 2 Coaching Workshop in September 2016 (3 applicants)

 

WCC no longer hires coaches as the onus is now on each WCC Club to hire its own coaches.

 

2.       Colours

In April this year, WCC secured provincial colours for our Boulder Team. We will be submitting our application for our Lead Team later this year. This requires compliance with a recently received, updated WCPSC application document. We hope to have this resolved as soon as possible.

 

 

3.       High Performance, Selections and Awards

 

In September/October 2015 three WCC athletes were awarded Protea colours to attend the World Youth Championships in Arco Italy.

 

WCC currently has seventeen high performance athletes, only six of whom were able to attend the recent SANCF Youth Team Selections Trials in Johannesburg.  Open athletes were not required to attend.

 

Two of our Youth athletes were chosen to represent South Africa at the International Federation of Sport Climbing World Youth Championships (lead, bouldering and speed disciplines) in Guangzhou, China in November this year.

 

Four of the Open climbers submitted motivations to be able to represent South Africa at the IFSC World Championships in Paris later this year and three have been selected.

 

 

 

WOMEN AND GIRLS COMMISSION

 

Women are well represented in the WCC membership. The male quotient does currently exceed the female quotient. This is mainly due to more all-Boys Schools forming the bulk of our youth membership. 

 

Of 84 registered members, 61 re boys and 23 are girls; making our current membership two-thirds male and one-third female.

 

We will continue to work on equalising the numbers in 2016/2017.

 

DISCIPLINARY COMMISSION

 

No significant issues.

 

ATHLETE’S COMMISSION

 

WCC currently has 84 members registered.  40 are registered with SANCF this year.

 

 

FINANCIAL COMMISSION

 

WCC’s 2015 and 2016 Financials were completed and filed by a Qualified Accounting Officer.  The completed documents are attached for your reference.

 

We have unfortunately made some losses in some of our Competitions, notably the Inter-Club Bouldering Competition and Provincial Bouldering Competition.  These losses were subsidised by the profit we made at the National Boulder Series Championships.

 

Delaney Carpenter, WCC Transformation and Monitoring Commission is also the MCSA Cape Town Youth Section Convener. She was able to access some of the funds granted to MCSA by SRSA to assist WCC with the running Outreach Programmes and travel expenses.

 

WCPSC also allocated WCC a grant of R10,000.00 which has been used for various administrative, travel costs and awards ceremonies.

 

All this is reflected in the Financial statements.

 

We are in need of a significant sponsor to assist us financially or alternately, a government grant or a lotto payout.

 

COMMERCIAL, MARKETING AND SPONSORSHIP COMMISSION

MCSA Cape Town Section has shared some of their funds from SRSA to assist with our Outreach Programmes.

SOCIAL MEDIA AND COMMUNICATION

 

WCC is now running one Facebook page. A second hand gear page for parents has also been established.

 

The WCC Vice President was interviewed on two occasions on Cape Town TV.  These interviews were shared on You Tube for the benefit of those with no access to DSTV.

 

Regular Newsletters are sent to our climbers and other interested parties.

 

 

CONCLUSION

 

Once again a huge thanks to Chris Naude and especially to Delaney Carpenter for the massive effort in keeping this organisation functioning.

 

As mentioned elsewhere in the report, we have held numerous successful competitions this year. Our Western Cape climbers have excelled in National competitions. During the year our Bouldering team members were awarded official Western Cape provincial colours, an accolade we hope to secure for our Lead climbers too. Some of our climbers have also been selected to represent South Africa at World Championship events – a further great achievement.

 

It is equally important to acknowledge the participants in the numerous club-level competitions and outreach programmes, and the coaches that are involved in developing and encouraging these climbers. Delaney once again playing a huge role here.  

 

Western Cape Climbing (WCC) has contributed significantly to operational and structural work being done at the South African National Climbing Federation (SANCF), with Chris Naude playing an especially prominent role.

 

In the past year we have made substantial progress in terms of the administrative and regulatory requirements of both the Western Cape Provincial Sports Confederation (WCPSC) and SANCF. In line with this, we have advanced the strategy of devolving some operational responsibilities down to the clubs and we have been involved in the process of nurturing new clubs and attracting new members. It must be noted that we do still have some way to go to ensuring that Climbing is stable and secure within the official sports framework.

 

The work done thus far does however open up some real development and growth opportunities for us. This is where the real challenge lies. In order to grow we need funds and we need hands – both in short supply. This must be a significant focus for the upcoming year.

 

All told this has been a successful year; our climbers have thrived, WCC is still alive, we are not in debt and we have broadened and deepened some important foundation work.

 

We hope to build on this in the coming year and we look forward to others joining us in making this happen.

WESTERN CAPE CLIMBING DEVELOPMENT AND TRANSFORMATION UPDATE

 

 

 

Overview

 

 

Western Cape Climbing is committed to developing the sport of climbing and, as such, we are currently running several development climbing programmes:

 

1.       Pro Bono Special Needs Coaching Classes for children with learning disabilities such as Coffin Lowry’s Syndrome, Down’s Syndrome and Auditory Processing Disorder

2.       Pro Bono Outreach Coaching Classes for children from the Durbanville Children’s Home

3.       Various sponsorships for currently disadvantaged children to compete at the various local, provincial and national events (this includes travel, accommodation, competition fees and kit)

4.       Pro Bono Coaching Plans for Monde Sitole Educational Strategies Foundation, based in Khayelitsha

5.       A Development Climbing Club based out of Khayelitsha or Langa

6.       Various programmes and facilities for Rocklands Rangers in Clanwilliam

 

The first four programmes above are currently being run by one of the Western Cape Climbing Clubs (Top Out Climbing Club), while Western Cape Climbing itself is working on points 5 and 6 with the assistance of other organisations.

 

Special Needs Programme

 

·         Currently in Progress:

o   Provide all children in this programme with correct climbing equipment

§  We are only in need of harnesses, belay devices and chalk bags

§  We have shoes for all the kids

o   We currently have 5 special needs kids with Top Out Climbing Club:

§  2 have Coffin Lowry’s Syndrome

§  3 have Auditory Processing Disorder

o   We are training an additional coach to assist Delaney with the coaching of these kids

 

·         Require Further Assistance:

o   Train additional coaches and be able to compensate coaches who are currently volunteering their services

o   Provide financial support for these children in the way of gym membership fees, competition fees and correct uniform and kit costs

o   Provide financial and specialist assistance to enable these children to attend outdoor events such as environmental education camps and outdoor climbing weekends

o   Afford to send coaches to the relevant special needs psychologists and teaching specialists in order to better understand the learning disabilities of these children and how best to work with their special needs. Currently, the coaches have no specialists to liaise with and are doing their own research and working closely with the parents of each child

 

 

Durbanville Children’s Home Programme

 

·         Currently in Progress:

o   Provide all children in this programme with correct climbing equipment

o   Train additional coaches and be able to compensate coaches who are currently volunteering their services

o   Provide financial and specialist assistance to enable these children to attend outdoor events such as environmental education camps and outdoor climbing weekends

 

·         Require Further Assistance:

o   Provide financial support for these children in the way of gym membership fees, competition fees and correct uniform and kit costs

o   Afford to send coaches to the relevant psychologists and teaching specialists in order to better understand how to work with children from impoverished and/or abusive home environments. At the moment, the coaches are having to do their own research

 

 

Monde Sitole Educational Strategies Foundation

 

·         Currently in Progress:

o   We currently have 4 kids with Top Out Climbing Club:

o   We have shoes and harnesses for all four kids

o   We need chalk bags for the kids

o   Four coaches are currently coaching these kids

o   MCSA Youth has put in a proposal with SRSA for additional funding for these kids

 

·         Require Further Assistance:

o   Train additional coaches and be able to compensate coaches who are currently volunteering their services

o   Provide financial support for these children in the way of gym membership fees, competition fees and correct uniform and kit costs

o   Provide financial and specialist assistance to enable these children to attend outdoor events such as environmental education camps and outdoor climbing weekends

o   Provide transport costs to enable these children to travel to the various competitions, events and/or training venues

 

 

A Development Climbing Club based out of Khayelitsha or Langa

 

·         Currently in Progress:

o   Form a Western Cape Climbing club that will create structure and correct training practices for the children in the area

 

·         Require Further Assistance:

o   Provide all children in this club with correct climbing equipment

o   Train additional coaches and be able to compensate these coaches for their services

o   Build a climbing wall/facility at one of these locations using the existing sports halls that were built for the 2010 World Cup – This is a large project and will require substantial amounts of money

o   Provide financial support for these children in the way of competition fees and correct uniform and kit costs

o   Provide financial and specialist assistance to enable these children to attend outdoor events such as environmental education camps and outdoor climbing weekends

o   Provide transport costs to enable these children to travel to the various competitions and/or events

 

 

Rocklands Rangers Development

 

·         Currently in Progress:

o   Provide all children in this club with correct climbing equipment

o   Working with WildMedix, Venture Forth, Urban Uprising and MCSA Search and Rescue for the below

 

·         Require Further Assistance:

o   Train additional coaches and be able to compensate these coaches for their services

o   Build a climbing wall/facility in Clanwilliam (see attached plan)

o   Setup an Open Air Climbing Training Gym

o   Provide financial support for these children in the way of competition fees and correct uniform and kit costs

o   Provide financial and specialist assistance to enable these children to attend outdoor events such as environmental education camps and outdoor climbing weekends

o   Provide transport costs to enable these children to travel to the various competitions and/or events

o   Provide free training and courses to send the older kids to Mountain Guiding and Search & Rescue courses and workshops

o   Provide free training for coaches
